GBAO permit

I have just phoned to the tajik embassy in Vienna. They can not (or do not want to) deliver the permit for the Gorno-Badakhshan region. I am in trouble, since I am leaving in a few weeks.

Tajikistan is a small country, almost covered by mountains in the North of Afghanistan. It is situated in a strategic region formed by the borders with China, Pakistan, Afghanistan, Uzbekistan and Kirghizstan. Since a civil war broked up some years ago, and since the situation is (officially) still quite unstable , the central governement ask for a special permit if a foreigner wants to travel in the remote region of Pamir. This special permit is called GBAO permit for Gorno-Badakhshan Autonomous Oblast, which means Outonomous State of Gorno Badakhshan.
